Former Sparta Village councilman charged with child porn

SPARTA, Mich. (WOOD) — A former Sparta Village Council member who also works for Muskegon County is facing child pornography charges after a search of his home, according to court documents obtained Wednesday.

Prosecutors said the child pornography found on Paul Hibbard’s computers had been downloaded.

They said they also found images of a co-worker’s young daughters but that they were not considered pornographic.

Hibbard, 45, is charged in Kent County 63rd District Court with three counts of possession of child pornography and two counts of using a computer to commit a crime. If convicted, he faces up to 10 years in prison.

In Muskegon County, he faces a charge of procuring or attempting to procure an act of gross indecency with the young daughters of a co-worker, Christine Workman.

That charge involves illicit text messages between Hibbard and Workman, according to court records.

Police say the illicit messages included texts about a “sexually suggestive” picture that the mom allegedly shared with Hibbard of her 3-year-old daughter, according to court records.

Records show it was followed by a text that Hibbard wanted to see more.

A probable cause affidavit in Kent County shows state police searched his home for computers on Jan. 20.

“The search warrant was based on text messages Hibbard sent to a co-worker in Muskegon County requesting sexually explicit pictures of her three and six year old daughters,” the affidavit states.

Hibbard is a former Sparta Village Council member who resigned abruptly from that board in September. He’s worked for Muskegon County for 20 years, assigned to facilities management.

Workman, 38, of Norton Shores, is a former Muskegon County Family Court worker who most recently was assigned to the county assessor’s office.

Both are on unpaid suspension.

Workman has been with the county a dozen years. A judge has removed the mom from her home. She is facing a misdemeanor neglect charge.
